Reasoning: The Dutch will be getting a TOTS card on Friday, putting him out of packs for a week. Typically, we invest in OOP cards because of their SBC usability, but VVD still has in-game utility even as this stage of the game. In FIFA 19, his gold card was 140k on the Wednesday before the PL TOTS was released, and he rose to 220k by the following Friday whilst out of packs.

I expect him to rise most after people get their PL TOTS WL rewards next Thursday and build around their new PL players.
