He is OK, but I’m much more interested in Ceballos because of his league/nation/club.

He went OOP at midnight. MOTM cards are typically released at 12am on Saturdays and are in packs for a week.
how long should I wait to offload? How long do OOP cards generally take to rise?
OOP cards gradually rise with time. I always recommend to constantly be listing your cards to lazy buyers for ~ 15% more than the cheapest on the market.
