Possibly – the only thing that could hurt is chances is that he recently had an inform in TOTW 15.

Sometimes – the player needs to be usable for SBCs for them to go out of packs, generally. Marquinhos, Immobile, Jesus Navas, and Eriksen are all good examples of players who have went up substantially since going out of packs recently.

If Lukaku makes it in, he should perform well as he normally does when going OOP. The question is whether EA will include him considering he recently had an inform in TOTW 15.
