“Ratings Refresh” Dates From FIFA 17
It seems there is some confusion over when Winter upgrades and downgrades were released last year. After looking through the EA archives, I found this was the schedule from FIFA ’17.
February 2017
This year, the event begins a bit later as we had Lunar New Year and Aguero POTM to compete with last week. I anticipate the first league refresh to be released on Friday, February 23rd.
Here is a list of the original EA refresh articles from each league for FIFA 17.

Which players do you think are the most profitable? I bought Guedes 83 IF, but I wanted to invest in some more players
It’s a little late now I think. The usable players that will get upgrades (Savic, Salah, Bailey, etc.) have already risen accordingly. I’d sit tight now.

Effect all cards? No. Base cards do not get effected, only special cards (with some exceptions). You are a little late to the party for Salah as his cards are already inflated. As for Sane, it all depends on his upgrade. If you were to invest, it would be in his PTG card. He hasn’t been playing great as of late, though, so there is some risk there.
Oh thanks for letting me know. I was in mindset that old normal cards would also get upgraded. May i know when old base cards will get upgraded to matchup the new ratings??
Also one more question.. I have stocked up some good players in my trade pile during lunar new year.Is it good to sell them now?

I don’t see their cards rising for any particular reason. I’d sell on some Thursday/Friday going into weekend league in the upcoming weeks.
The original base cards don’t get upgraded – a new, upgraded base card just goes on the market. For example, in FIFA 17 Kante had a 81 rated base card to start the game. When Winter Refresh started, his new 83 rated base card came out. The 81 rated Kante was still on the transfer market, but it could no longer be packed – only his 83 could.
As for your other question, it’s hard for me to answer unless you tell me the specific players. What cards do you have?
I think their old cards prize will go down after getting new cards with rating refresh. Is that so?
Yes, that is true. It will be a similar situation to how older informs prices react to a new inform hitting the market e.g. Cavani 1IF price drop when 2IF Cavani was in TOTW 23.
